What Las Colinas's governing documents say
This is an Amended and Restated Supplementary Declaration for Area CXLVII within the Las Colinas master-planned community in Irving, TX. It sets land-use and development standards for commercial, residential (including condos and townhomes), and mixed-use projects. It does not contain the typical rules that apply to individual homeowners or renters; instead, it governs the design, setbacks, and uses of buildings and lots within this specific area.
- Permitted & prohibited uses: Sites may be used for office, retail, restaurants, hotels, health clubs, entertainment, attached single-family (townhomes/condos), multi-family rental (subject to acreage limits), and related facilities. Prohibited uses include warehouses, manufacturing, detached single-family residential, gas stations, car washes, sex-oriented businesses, and any use that creates noxious odors or excessive noise or raises animals commercially.
- Building height requirements: Principal structures must be at least 4 stories, except: (a) 3-story 'for sale' residential, and (b) up to 35% of developable land may have 1-story retail/restaurant if integrated into a multistory complex or freestanding but not adjacent to another 1-story structure (except along Lake Carolyn/ Canal). Variances require Declarant or Architectural Control Committee approval.
- Minimum setback lines: Structures must be set back 25 feet from Northwest Highway, Las Colinas Boulevard, or any other public/private street; 25 feet from the dry wall of Lake Carolyn; 20 feet from the dry wall of Lake Carolyn Canal. Exceptions allowed for underground structures, steps, walks, driveways, curbing, low planters/walls/fences (max 4 ft), landscaping, guardhouses, gatehouses, aerial pedestrian crossings, canopies, minor encroachments, and approved signs. Variances from Lake Carolyn/Canal setbacks need approval from both Dallas County Utility and Reclamation District and the Architectural Control Committee.
- Parking requirements: Parking areas must be curbed, guttered, paved with 5" reinforced concrete on 6" lime-stabilized base, have max 5% grade/min 1% slope, not be placed in front of setback lines or building fronts without written approval, be screened, and provide at least: 1 space per 300 sq ft office, 250 sq ft bank, 2 restaurant/club seats, and each hotel guest room. Other uses must satisfy City of Irving requirements.
- Construction standards & materials: All building sides must be faced with brick, stone, stucco, architectural precast, or EIFS (starting at 20 ft or 3rd floor), with windows not glazed in mirrored/reflective glass. Ground-floor facades on Las Colinas Boulevard or Rochelle Boulevard must have a storefront appearance. Structures must be diligently constructed and not left unfinished for more than 18 months. Wood frames allowed only for rental multi-family and attached single-family townhomes/condos up to 4 stories.
- Signage, landscaping & screening: All signs need prior written approval; normally limited to identification, directional, or sale/lease signs, not unusual size/shape. Landscaping must be installed within 180 days of first occupancy, include underground sprinklers, and have at least 1 tree per 4,500 sq ft of area between exterior walls and street. Storage areas, trash, roof equipment, loading docks, and antennas must be screened from public view.
