This is the Bylaws of Campion Hollows Homeowner's Association, a Texas nonprofit corporation that governs a residential planned community (single-family homes) in Dallas County. These rules bind all homeowners and residents and describe how the association is run, how owners participate, and what obligations owners have—but they do not contain the community's substantive restrictions like pet limits, rental rules, or architectural standards. - Who runs the association: The Board of Directors manages the association, with powers to adopt rules, enforce the Declaration, levy assessments, and maintain common areas. Owners elect directors, but the Declarant (developer) appoints the board until the earlier of (a) 120 days after 75% of lots are sold to non-declarant owners or (b) the 10-year anniversary of the recorded Declaration.
- Owners' voting and meetings: Each lot gets one vote, with notice of meetings given 10–60 days in advance. Owners must pay all assessments to be in good standing and vote. A second meeting can be held with 3/4 of the required quorum if the first lacks a quorum.
- Fees and assessments: Every owner must pay an initiation fee (and/or working capital fee) plus annual and special assessments set by the board. The board can levy special assessments for operating or capital expenses, and owners who are delinquent lose voting rights and can be suspended from using common areas.
- Use of common areas: Owners may use common areas as permitted by the Declaration. The board can suspend a member's use for delinquent assessments or for violating the rules or Declaration.
- Rules and enforcement: The board can adopt and amend reasonable rules for administration, maintenance, and resident welfare, with notice and a comment period. Violations trigger a due process procedure: written notice, an opportunity to cure, and a hearing before fines or suspension. Fines must be reasonable, and the association cannot foreclose a lien based solely on unpaid fines.
