What Mustang Park HOA's governing documents say
Mustang Park is a standard single-family HOA in Hebron, TX. These governing documents include the Association's Bylaws (corporate rules for meetings, board elections, and voting) plus recorded architectural guidelines for religious items, roofing, rain barrels, and standby generators. The full set of community rules (the Declaration of Covenants, Conditions and Restrictions) is referenced but not included here.
- Governance & voting: The Board has 3 directors; initially all appointed by Declarant, transitioning to owner-elected directors once 75% of lots are sold. A 10% quorum is required for member meetings. Bylaws can be amended by 67% of total votes. Proxies are allowed and expire after 11 months.
- Architectural review & approvals: All exterior modifications (roofing, rain barrels, generators) require prior written approval from the Architectural Control Committee (ACC). The ACC must follow the specific guidelines recorded in these documents.
- Religious items on entry door: Owners may display religious items on the entry door or door frame, but the total combined size must not exceed 25 square inches. The Association may remove items that threaten safety, violate law, are patently offensive, or extend past the door frame.
- Roofing materials: Owners may install wind/hail resistant, energy-efficient, or solar roofing shingles provided they resemble the community's existing shingles, are of equal or superior quality, and match the aesthetics of surrounding properties. Written ACC approval is required.
- Rain barrels / rainwater harvesting: Rain barrels may be installed only with ACC approval, must be located in the side or back yard (not visible from the street, another lot, or common area), and must be covered, properly maintained, and match the home's color scheme. They cannot be placed on common area or in the front yard.
- Standby electric generators: Standby generators (under 7 kW, fully enclosed, connected via transfer switch) require ACC approval. They must not be placed in the front yard, must be screened if visible from the street or neighbors, and may only be tested between 9 a.m. and 6 p.m. Testing is allowed for manufacturer recommendations; otherwise, they may only run when utility power is unavailable.
- What this document doesn't cover: This document is a collection of Bylaws and specific architectural guidelines. It does not include the full Declaration (which would cover assessments, leasing rules, pet limits, parking, or other common restrictions). Those rules are referenced but not contained here.
