What Custer Meadows Homeowners Association, Inc.'s governing documents say
Custer Meadows is a standard single-family homeowners association (HOA) in the Dallas area (Allen, TX). These documents are a management certificate (2022) and a covenant enforcement & fine policy (2025) — not the full CC&Rs. They tell you how the HOA is managed, what it charges for resale certificates, and how it enforces rules and fines violations.
- Management & contact info: The association is managed by SBB Community Management (12801 N. Central Expressway, Dallas, TX 75243; phone 972-960-2800; [email protected]). The HOA's dedicatory instruments are available at https://sbbmanagement.com/ under the owner portal.
- Resale certificate fees: The association charges $375 for a resale certificate (standard) and a $75 rush fee to expedite it. No other fees are mentioned in these documents.
- Architectural approval required: Any additions, improvements, or modifications on a lot must first be approved by the Architectural Control Committee (ACC). Failure to obtain approval before work is a violation.
- Common violations: Examples include: storing boats, trailers, RVs, or oversized vehicles in public view; poor home maintenance (rotting wood, broken windows, etc.); exterior painting needed; littering in common areas; unapproved roof replacements; recreational equipment left out; livestock or poultry; violations of residential use.
- Fine schedule: Fines for standard violations: 1st offense $100, 2nd $200, 3rd $400, 4th+ $400. For uncurable violations or those posing a threat to health/safety: up to $500 per fine. For unapproved ACC modifications: 1st $100, 2nd $200, 3rd $400, 4th+ $500. The board may impose daily fines with no aggregate limit.
- Hearing & notice process: The HOA sends an initial/courtesy notice, then a notice of violation (by certified mail) if not cured. The owner has 30 days to request a hearing before the board. Hearings may be postponed up to 10 days. Fines can be suspended if violation is cured within 10 days of the hearing notice.
- Repeated violations: If an owner commits the same violation within 6 months of a previous notice, the association may treat it as a continuing violation and reinstate prior fines.
- What this document doesn't cover: These are only the management certificate and enforcement policy. They do not include the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs), which would cover use restrictions, assessments, and other core HOA rules.
