These are the Bylaws of Exall Townhome Association, a Texas property owners association governing a townhome (attached home) community in Dallas, TX. The bylaws set up the governance structure — board, officers, meetings — but do not include the day‑to‑day use restrictions (like pets, rentals, parking) that are in the Declaration of Covenants, Conditions & Restrictions.
- Community type & who is bound: Exall Townhomes is a planned community of attached townhomes. All present and future owners, occupants, and anyone using the property are subject to these bylaws and the Declaration.
- Declarant Control Period: During the Declarant Control Period (before full build‑out and sell‑out), the developer (Declarant) controls the Association. Appendixes B & C of the Declaration override these bylaws. Homeowners have no voice in governance until transition.

A majority of directors constitutes a quorum. Members may attend but cannot record or participate without board consent. Executive sessions allowed for limited purposes.
- Officers: Principal officers are president, vice‑president, secretary, and treasurer, elected by the board annually. President and secretary must be directors. Officers can be removed with or without cause by a majority of the board.
- Enforcement of rules: The bylaws outline enforcement procedures including notice, hearing, fines, and reimbursement of expenses. Specific rules to enforce (pets, leases, etc.) are in the Declaration, not in this document.
