What Jean Hills's governing documents say
This is a single-family home community (Rolling Hills) in Tarrant County, Texas, governed by a homeowners association (HOA). Owners must occupy their homes; leasing is prohibited. The HOA collects annual assessments (starting at $400 per lot) and has architectural control over all exterior changes.
- Leasing & rentals: No residence may be leased or rented. Each home must be owner-occupied.
- Assessments & fees: Annual regular assessments start at a maximum of $400 per lot and can increase up to 10% per year without owner vote. A $100 community enhancement fee is paid by both buyer and seller at each closing. Special assessments require approval by 66⅔% of owners.
- Architectural review: All exterior construction, alterations, fences, walls, and other structures require prior written approval from the Architectural Control Committee (or later the Association). Plans must be submitted at least 30 days before construction.
- Property use restrictions: Lots are for single-family residential use only. No business, commercial, or home occupation activities are allowed. One detached single-family home per lot, maximum 2½ stories, minimum 1,300 sq ft air-conditioned living area, and at least 75% masonry exterior (brick or stone).
- Parking & vehicles: No boats, RVs, trailers, or campers may be parked in driveways, front yards, or on streets. Pickup trucks are allowed only if in operating condition with current plates. No commercial vehicles with painted ads or trucks over 1.5 tons may park overnight.
- Pets & animals: No livestock, poultry, or bees. Dogs, cats, and other household pets are allowed but must be kept within the house and not cause a nuisance. Owners must clean up pet waste.
- Maintenance & enforcement: Owners must maintain their homes, lawns, and landscaping. If an owner fails to do so after 10 days' notice, the HOA may enter and perform maintenance and charge the owner. Violations can result in fines of up to $50 per day, suspension of common area use, and attorney's fees.
