What Preston Springs's governing documents say
Preston Springs is a standard single-family HOA in Frisco, TX. These governing documents supplement the main CC&Rs with specific policies on rain barrels, solar panels, and standby generators, plus several amendments to the bylaws (board size, quorum requirements, director eligibility).
- Rain barrels & rain harvesting: Rain barrels and rain harvesting systems are not allowed on association-owned or common property, or in front yards visible from the street or adjoining properties. If installed elsewhere, they must be a color consistent with the neighborhood and cannot display offensive content.
- Solar panels: Solar panels are allowed only on the roof of the home or in a fenced yard/patio. Roof-mounted panels cannot extend beyond the roofline or be visible from the street, and their coverage may be limited. Panels in a fenced yard cannot exceed the fence height. Prior written approval is required, with a process for neighbor objections.
- Standby generators: Standby generators are permitted with restrictions: they must be screened from street and neighbor views, tested only between 1:00 PM and 4:00 PM, and cannot be used to fully power the home except during utility outages. Prior approval from the board or architectural committee is required.
- Wind turbines: Wind turbines are not permitted anywhere in the community.
- Bylaw amendments (directors & quorum): The number of directors is a minimum of 5. Quorum for member meetings has been reduced from 50% to 25%, then to 20%. Directors must be members, spouses, or legal representatives of members.
