Starwood is a single-family homeowner association (HOA) in Frisco, TX. These documents are a partial set of governing rules — they include a fining policy, design guidelines, and amendments to the declaration and bylaws, but not the full declaration or all community rules.
- Fines & enforcement: The HOA has a formal fining process: first notice, second notice with a 10-day cure period, then a fine of an initial lump sum (see schedule) that doubles each of the first three 10-day periods and increases $200 per period after that. Maximum fine per violation is $2,500. Repeat offenders may get an accelerated notice. You can request a hearing within 10 days.
- Architectural & design standards: All exterior changes require NCC (New Construction Committee) approval. Home designs must be one of five traditional styles. Minimum 30-year laminated roof, minimum 8:12 pitch (flatter only with barrel tile). 100% masonry on all elevations. Setbacks: 1 ft zero sideyard on one side, 9 ft on the other; 20 ft front, 10 ft rear. Only wrought iron fencing allowed (4 ft high, no wood). 100% sprinklered sodded yards required.
- Playground & recreational equipment: No playground equipment (jungle gyms, swing sets, basketball hoops, etc.) may be installed without prior written approval from the HOA. The HOA is not liable for injuries on HOA-provided play areas.
- Signs: Signs are allowed only according to guidelines set by the Board (size, color, lettering, placement). No other signs may be erected.
- Meetings & neighborhood committees: Annual meetings are held in March. Each neighborhood elects a Voting Member (and alternate) annually. Neighborhoods may form a 3- or 5-member committee by majority vote. Voting Members represent their neighborhood in Association matters.
