Stratford Manor is a homeowners association (HOA) in Irving, TX. This document is an amendment to the declaration that establishes detailed policies for remodeling, lot maintenance, parking, and architectural enforcement. These rules bind all homeowners in the community.
- Remodeling & exterior projects: Any remodeling project visible from the exterior must be completed within 180 days of commencement; exterior portions must be finished within 90 days. Work is prohibited before 8 a.m. or after 6 p.m. on Saturdays, and all day Sunday. Materials and debris must be stored in closed containers, inside garages, or shielded from view after working hours.
- Lot maintenance enforcement: If a lot is not maintained as required, the owner gets a 10-day Initial Notice to cure. If not cured, a $200 fine is imposed, plus $20 per day after 30 days. For repeat violations within 120 days, the $200 fine is automatic without a cure period.
- Parking restrictions: All vehicles must be in proper working condition. Junked vehicles (inoperable, unregistered, wrecked, or dismantled) are prohibited unless concealed in a garage. Overnight street parking is not allowed for vehicles unused for over 7 consecutive days. Violations can be towed at owner expense, and fines of $25 per day apply.
- Architectural control enforcement: Any structure or alteration without prior approval is a violation. Owners receive an Initial Notice with 10 days to cure or submit a correction plan. If not cured, fines apply on a per diem basis (schedule: $20/day for home construction, landscape, signs, remodel, antennae, fences, satellite dishes, swimming pools). Owners may request a hearing before the board.
- Fines and collection: Fines are imposed against the lot and become the owner's personal obligation. Unpaid fines are treated as a special individual assessment and may be collected by legal action, with attorney's fees charged to the owner.
- What this document doesn't cover: This amendment does not cover general HOA assessments, age restrictions, rental restrictions, pet rules, or common area use. It only adds the specific policies outlined above.
