What Pioneer Valley Homeowner's governing documents say
Pioneer Valley is a standard single-family homeowners association (HOA) in Irving, TX. These Bylaws govern the Association's internal operations — meetings, board of directors, officers, and assessments — but do not contain the detailed use restrictions (e.g., pets, leasing) that are found in the separate Declaration of Covenants, Conditions and Restrictions.
- Board of Directors & Officers: The Association is managed by a 3-member Board of Directors. Directors serve staggered 2-year terms, need not be members, and are elected by members at annual meetings. Officers (president, vice‑president, secretary, treasurer) are elected annually by the Board.
- Meetings: Annual member meetings are held each year on the same day/time (7:00 p.m.). Special meetings may be called by the president, the Board, or by members holding 1/4 of the votes. A quorum is 1/3 of the voting membership. Board meetings are held monthly.
- Assessments & Liens: Each owner must pay annual and special assessments, which are secured by a lien on the property. Assessments unpaid 30 days after due date incur 6% annual interest. The Association may foreclose the lien or sue the owner personally.
- Committees: The Bylaws require an Architectural Control Committee (as set in the Declaration) and a Nominating Committee. The Board may create additional committees as needed.
- Amendments: Bylaws may be amended by a majority vote of a quorum of members. In conflicts, the Declaration controls over the Bylaws, and the Articles of Incorporation control over the Declaration.
