Iron Horse Homeowners Association, Inc. is a standard single-family HOA in North Richland Hills, TX. This document is the Association's Bylaws, which govern how the HOA is run — board elections, meetings, membership rights, and basic procedures. It does not contain the community's use restrictions (like leasing, pets, or architectural rules); those are in the separate Declaration of Covenants.
- Membership & voting rights: Every lot owner is a member. Each lot gets one vote (except the developer, who gets three votes per lot until turnover). Voting is by proxy allowed, and proxies expire after 11 months.
- Board of Directors: Before turnover, a 3-member board appointed by the developer. After turnover, a 5-member board elected by owners for 2-year terms. Directors may be removed by a petition of 20% or 50 owners (whichever is greater) and a majority vote.
- Meetings & quorum: Annual members' meeting within 45 days after fiscal year end. Quorum is 20% or 50 owners (whichever is less). Board must meet at least quarterly with open sessions for owners to speak.
- Assessments & budget: The Board sets annual assessments and a budget. The budget is adopted by the Board, not voted on by owners. Assessments are collected to fund common expenses.
- Hearing procedure for violations: Before fining or suspending rights, the Board must give a written demand to abate, then hold a hearing with at least 5 days' notice. The owner may present evidence. A Covenants Committee can handle first-level hearings with a right to appeal to the Board.
- Architectural Review Committee: After turnover, the Board must appoint an Architectural Review Committee of at least 3 individuals to enforce design guidelines.
