What Pr No. 2 Owners Association, Inc.'s governing documents say
This is a set of ancillary policies for PR No. 2 Owners Association, Inc., a single-family homeowners association in Plano, TX. The documents are not the full rulebook—they are recorded policies on solar devices, energy-efficient roofing, records inspection, rainwater harvesting, and flag display/flagpoles, adopted to comply with Texas law. They bind all lot owners in the community.
- Solar devices: Owners may install solar energy devices with ACC approval. Applications must include location and description; approval is required unless the ACC finds a health/safety issue. Roof-mounted devices must not extend above the roofline, must follow roof slope, and visible hardware must be silver, bronze, or black. Installation must start within 30 days of approval.
- Energy-efficient roofing: Owners may install energy-efficient roofing that meets higher cooling efficiency standards, subject to the same architectural review and approval process as other improvements.
- Rainwater harvesting: Rain barrels and rainwater harvesting systems are allowed with ACC approval. Applications must include location and description; systems must match the home's color scheme, not include signage, and be placed away from streets and common areas. Installation must start within 30 days of approval.
- Flag display & flagpoles: Mounted flags up to 3x5 feet are allowed without approval. Freestanding flagpoles require ACC approval; they must be in the rear yard, made of permanent materials, and maintained. Flags can be illuminated with one low-beam halogen light, and halyards must be secured to reduce noise.
- Records access: The association must keep records and allow owners to inspect and copy them, with some exceptions for attorney-client privileged or work-product documents. The association may charge copying fees (e.g., $0.10 per page) and may require inspection in the presence of a board member or manager.
- What this document doesn't cover: These are only supplemental policies; they do not include the full declaration of covenants, conditions, and restrictions, or rules on assessments, pets, leasing, parking, or other typical HOA matters. Refer to the main governing documents for those rules.
