Carroll Meadows is a single-family home owners association (HOA) in Southlake, TX, governed by a recorded Declaration of Covenants, Conditions, and Restrictions. These rules bind all lot owners and their tenants, establishing strict architectural controls, a minimum home size, and ongoing maintenance duties. If you buy here, you'll own the house and lot, but you must comply with the HOA's approval processes and keep your property in an approved condition.
- What you own & maintain: You own your lot and the house on it, and you're responsible for keeping the entire lot (including landscaping, buildings, and drainage areas) well-maintained, safe, and clean at all times. The Association maintains common areas and can levy assessments to cover that cost.
- Architectural review: Any new construction or exterior change (building, fence, wall, landscaping plan, mailbox, paint color, etc.) requires written approval from the Architectural Control Committee before you start. The Committee reviews design harmony, materials, and workmanship; if they don't act within 30 days of your submission, approval is presumed. Changing a builder or plans after approval also needs re-approval.
- Building & use restrictions: Each lot is for single-family residential use only – no duplexes, apartments, or commercial/professional activity. Every dwelling must have at least 3,000 square feet of air-conditioned floor space (excluding garages, porches, and patios). Setbacks, height, and curb appeal are also heavily regulated.
- Pets: You may keep up to three (3) adult household pets (dogs, cats, or similar), but not for commercial purposes, and no other animals, livestock, or poultry are allowed.
- Parking & vehicles: Each home must have a garage for at least two cars; garage doors stay closed when not in use and garages can't be converted to other uses. On-street parking is limited to approved deliveries and short-term guests, and parking in driveways behind the front building line is permitted. No trailers, boats, mobile homes, or commercial vehicles may be parked or stored on lots.
- Exterior features & equipment: No external antennas or visible satellite dishes larger than 24 inches are allowed; solar panels on the roof are prohibited. Window air conditioners and window-mounted coolers are not permitted. Exterior lighting, mailboxes, and address plaques must be approved. No open storage of materials or temporary structures (like trailers or tents) is allowed.
- Assessments & liens: The HOA charges annual and special assessments, with the annual amount set by the Board each year and due by January 25th. Unpaid assessments become a lien on your property, and the HOA can foreclose or take legal action. You also must pay any maintenance costs the HOA incurs if you fail to maintain your lot, plus interest and attorney fees.
