Amherst Homeowners Association governs Amherst Condominiums, a condominium community at 4307 McKinney Avenue in Dallas, Texas. These Bylaws, recorded in Dallas County, set out how the association is run—board elections, meetings, voting, enforcement, and owner responsibilities. They bind all unit owners and residents. Note: This is only the Bylaws; the Declaration of Condominium (recorded separately) contains additional rules on assessments, use restrictions, and leasing that are not included here.
- Board of Directors: The Board has 3 directors serving staggered 2-year terms. At least a majority must be owners (or spouses). Owners delinquent on assessments over 30 days or with uncured violations cannot serve. Directors can be removed by a 2/3 vote of members present at a meeting, or by other directors for limited reasons (e.g., litigation against the association, 90+ days delinquent, missing 3+ meetings in 12 months).
- Meetings of the Association: Annual meetings are held in March. Special meetings can be called by a majority of the Board or by petition of at least 20% of unit owners. Quorum is 20% of units represented in person or by proxy. If no quorum, a new meeting within 15–30 days can be held with any number of members present. Members more than 45 days delinquent on assessments may be barred from voting.

Proxies must be in writing, identify the meeting, and expire after one year unless specified otherwise. - Rules & Enforcement: The Board may adopt and amend rules for administration, maintenance, use, and resident welfare. At least 10 days' notice must be given before a rule change. Fines require a written violation notice and an opportunity for a hearing within 30 days. Fines must be reasonable; the association cannot charge interest on fines or foreclose for fines alone. Immediate action may be taken for self-evident violations (e.g., illegal parking) or threats to life/property.
- Owner Obligations: Owners must pay assessments (amount set in Declaration). Within 30 days of acquiring a unit, owners must provide their mailing address, phone, driver's license, resident names, and agent contact info. They must also register mortgagees within 30 days. Owners selling a unit must notify the Board at least 10 business days before closing and provide buyer info.
