University Place is a standard single-family homeowners association (HOA) in University Park, TX. The rules bind all lot owners in the subdivision, which includes both detached single-family homes and some townhome lots under a separate sub-association. The HOA enforces community-wide standards for exterior maintenance, modifications, and landscaping, with fines for violations.
- Annual assessments: As of 2017, the regular annual assessment is $650 per lot, which may be increased up to 125% of the prior year without a membership vote. Owners can petition to challenge a budget if the increase exceeds 125%, triggering a membership meeting.
- Architectural review: Prior written approval from the Architectural Control Committee (ACC) is required for most exterior changes, including doors, windows, awnings, patios, pergolas, storage sheds, pools (above-ground pools are prohibited), fences, roofs, and landscape borders. Owners have 30 days from the final notice to request a hearing under Texas Property Code Chapter 209.
- Fences: Partial fencing is prohibited. Repairs of leans or broken pickets do not need ACC approval, but new pickets must match stain. Moving, replacing, or extending fences, or adding gates, requires ACC approval. Dog runs visible from the street are not allowed.
- Roofs: Roof replacements need ACC approval and must comply with allowed materials, colors, and styles. Roofing on patios, pergolas, gazebos, or sheds must match the main residence's shingles; plastic, polymer, tin, or aluminum roofs are prohibited unless approved by ACC on a case-by-case basis.
