What The Village of Wylie Homeowners Association, Inc.'s governing documents say
The Village of Wylie is a standard single-family homeowners association (HOA) in Wylie, TX. This document set is a partial collection of the association's governing documents, including excerpts from the bylaws, a basketball goal policy, and an alternate payment plan policy. It does not include the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs), so many key rules are missing. The association charges fees for resale certificates ($340), statements of account ($50), refinance certificates ($50), and a transfer fee to management ($250).
- Basketball goals & playground equipment: Basketball goals must be on the side of the home and are only allowed out between May 1 and September 30. During other months, they can be used if stored out of sight after 8:00pm. All playground equipment requires prior written approval and must not be visible from the street.
- Payment plans for delinquent assessments: Only the owner of record can enter a payment plan. Delinquent balances must be paid in full over six months. If a homeowner requests alternate terms, the Board will consider it. Payments must be received by the 15th of each month; if followed, late fees and interest are waived. If a payment plan defaults, a subsequent plan may not be approved.
- Board of Directors structure & meetings: The Board has 3 to 5 directors. The Declarant initially controls the Board (Class B control period). At least 4 regular meetings per year are required, with one per quarter. Meetings are open to members, but members may not participate unless recognized.
- Enforcement & fines: Before imposing a sanction, the association must give written notice with a 30-day cure period and an opportunity for a hearing. Repeat offenders within six months may not get a cure period. The Board may also use self-help (e.g., towing) or sue for enforcement without prior notice.
- Membership & voting: There are two classes of membership: Class A (homeowners) and Class B (Declarant). A quorum requires at least 20% of Class A votes (plus Class B representative if still existing). Proxies are allowed and expire after 11 months.
- Assessments & budgets: Annual assessments are typically due January 1 and become delinquent if not paid within 30 days. The Board adopts budgets and may impose special assessments. Borrowing over 25% of budgeted expenses requires member approval.
- What this document doesn't cover: The full CC&Rs are not included, so many common HOA rules such as pet limits, leasing restrictions, architectural review, parking, and noise are absent from this document set. Prospective buyers or residents should obtain the complete governing documents from the association's website.
