This is a commercial planned development (Gateway Center Hospitality Plaza, Avondale, AZ) governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs). The property is divided into parcels to be developed as one full-service hotel, one select-service hotel, and three restaurants. The rules bind all parcel owners (commercial property owners, not residential tenants) and their successors. The association maintains common areas and levies assessments based on parcel square footage.
- Permitted uses & development: The Property may only be used for one Full-Service Hotel, one Select Service Hotel, and three Restaurants (defined as brand-name full-service restaurants with lounges, excluding fast food). All improvements must be consistent with this scheme and approved by the Architectural Committee.
- Architectural review & alterations: No building, fence, wall, or other structure may be erected or altered without prior written approval of the Architectural Committee. - Prohibited uses & restrictions: No animals, no outdoor antennas, no temporary structures (trailers, tents, etc.), no signs except those approved by the Architectural Committee, no nuisances (odors, noise, etc.), no motorcycles or motor-driven vehicles on walkways, and no subdivision or conversion to condominium/co-op. All utility lines must be underground. No hazardous materials allowed.

Amendments require approval of 51% of votes entitled to be cast by Members, plus Declarant's consent during the first 20 years. The Association or any Owner may enforce restrictions by legal proceedings or self-help. Violations are declared a nuisance.
