Bela Flor At Riggs is a standard single-family home subdivision in Chandler, AZ, governed by a homeowners association (HOA). This Declaration of Covenants, Conditions and Restrictions (CC&Rs) binds all lot owners—homeowners, buyers, and future owners—to a detailed set of rules covering architectural design, land use, assessments, and maintenance. The HOA is responsible for common areas and enforcing the rules.
- Architectural review: All exterior improvements, including residences, landscaping, fences, and modifications, require prior written approval from the Design Review Committee. Minimum ground floor living area is 3,500 square feet (exclusive of garage, patios, etc.). Residences must be single-story (basements allowed), with a three-car garage, stone/cultured stone on at least 25% of the front facade, and a concrete tile roof (no asphalt shingles). - Parking & vehicles: Vehicles must be parked on paved driveways; no street parking on South Santa Rita Way. No parking of trailers, trucks, commercial vehicles, boats, or inoperable vehicles visible from other lots or streets. Overnight parking of commercial vehicles prohibited.
- Pets: Cats, dogs, and other household pets may be kept but not for commercial purposes. Dogs must not stray onto other lots without permission. No livestock or poultry.
- Home businesses: No trade or business is allowed on a lot except a home-based business that is not detectable from outside, complies with zoning, does not increase insurance, and does not generate excessive traffic or parking.
- Assessments & fees: Regular assessments are levied equally per lot, payable quarterly or as set by the board. Special assessments require 2/3 vote of members (and Declarant approval during control period). Delinquent assessments accrue interest and late fees, and create a lien on the lot. A transfer fee is due upon sale from a non-Declarant owner. Initial capital contribution: 1/6 of current regular assessment.
- Common area & insurance: The HOA owns and maintains common areas (tracts) and carries property, liability, and fidelity bond insurance.
