What Suncrest Villas Chandler's governing documents say
Suncrest Villas Chandler is a planned unit development of duplexes (two attached single-family homes sharing a party wall) with common areas in Chandler, AZ. Each owner owns a lot with a single-family residence and shares ownership of the common areas through an association that handles exterior maintenance of front and side yards, common area upkeep, and insurance. These rules apply to all lot owners and their tenants.
- What you own & maintain: You own your lot and the interior of your home; you must maintain the exterior of your unit (except front/side yard landscaping, which the association maintains). The association maintains common areas, grass, and landscaping in front and side yards not enclosed by walls.
- Leasing & rentals: Not explicitly restricted to minimum term, but all units must be used only as single-family residences. Leases are allowed, and tenants may use common areas but must follow rules. Owners are responsible for tenant compliance.
- Use restrictions (single-family only): Each lot is limited to one single-family residence. No business, commercial, or industrial use is allowed. Temporary structures, trailers, or outbuildings cannot be used as residences.
- Pets: Dogs, cats, or other household pets are allowed, but not in unreasonable numbers (as determined by the board) or for commercial purposes. Pets must be kept in a fenced yard or on a leash at all times and must not be a nuisance.
- Parking & vehicles: No trailers, campers, motorhomes, boats, or similar equipment may remain on a lot unless completely enclosed, nor overnight on streets. Abandoned or inoperable vehicles must not be visible from neighboring property. Garage doors must be closed if contents are unsightly.
- Architectural review: All exterior alterations—including landscaping (except in enclosed areas), fences, walls, solar collectors, and color changes—require prior written approval from the Architectural Committee. Plans are deemed approved if no decision within 30 days.
- Assessments & fees: Annual assessments are set by the board, initially capped at $360/year ($30/month) per lot, with increases tied to the Phoenix Consumer Price Index unless approved by 2/3 vote. Special assessments for capital improvements also require 2/3 member approval. Late payments incur 10% annual interest and $5 per month late penalty. Assessments for never-occupied lots are 25% of the rate for occupied lots.
- Party wall responsibilities: Adjoining duplex owners share costs equally for party wall repairs due to normal wear. If damage is caused by one owner's act, that owner bears full cost. Structural alterations require adjoining owner's consent. Disputes are resolved by the board.
