Manzanita Heights is a single-family home community in Goodyear, AZ, governed by a Declaration of Covenants, Conditions, Restrictions and Easements (CC&Rs). These rules are binding on all homeowners, residents, and future buyers. The community is controlled by an Architectural Committee that oversees exterior changes, but there is no homeowners association—only the committee enforces the rules.
- Architectural review: Any improvement visible from neighboring property—including buildings, fences, landscaping, and color changes—requires prior written approval from the Architectural Committee. Applications are deemed approved if not decided within 30 days. The committee can charge a fee and may disapprove based on harmony with the existing development.
- Residential use & home businesses: All residential units must be used exclusively as residences. Home businesses are allowed only if they are not visible or detectable from outside, comply with zoning, involve no customer visits or solicitation, and do not create a nuisance or hazard.
- Pets: No more than two domestic pets (dogs, cats, parakeets, or similar) per lot. Pets must be confined to the owner's lot, and dogs must be leashed (max 6 ft) when off the lot. Owners must immediately remove pet waste from any street or other lot.
- Parking & vehicles: Trucks, trailers, campers, boats, and similar vehicles may not be parked visible from neighboring property without prior approval, except for temporary parking (up to 48 hours in 7 days) or vehicles stored in a garage. Inoperable vehicles and outdoor vehicle repair are prohibited. Garages must be used only for parking, not as living space.
- Signs: No signs visible from neighboring property are allowed except those required by legal proceedings, approved residence identification signs, and one approved 'For Sale' sign.
- Antennas & satellite dishes: Satellite dishes one meter or less in diameter are permitted if placed to minimize visibility and, if visible, must be screened or painted to blend in. Larger dishes require Architectural Committee approval. Antennas for TV broadcast signals may be mounted on a mast up to 12 feet above the roofline with similar restrictions.
- Minimum dwelling size & height: Each residential unit must contain at least 900 square feet of livable area (excluding garage and open patio) and shall not exceed one story in height.
- Maintenance responsibilities: Each owner is responsible for maintaining their lot, including all buildings, landscaping, and public right-of-way areas between the lot and the street. Grass must be irrigated and trimmed, and dead plants must be replaced. If an owner fails to maintain, the Architectural Committee may take corrective action at the owner's expense.
