Carina is a single-family residential planned community in Mesa, Arizona, governed by a mandatory homeowners association. You own your individual Lot and share ownership of Common Areas (recreation grounds, utilities easements) maintained by the Association through mandatory assessments and subject to strict architectural and use restrictions.
- What you own & maintain: You own your individual Lot in fee simple; the Association owns and maintains the Common Areas, funded by your assessments. You may lease your home to tenants.
- Assessments & costs: An annual assessment is due quarterly (specific amount unclear due to document quality). After 2000, assessments automatically increase yearly by the greater of 5% or the Consumer Price Index, plus any utility or insurance cost increases. The Board can also levy special assessments for major repairs with 2/3 member vote. Unpaid assessments accrue 12% interest and create a lien on your Lot with foreclosure rights.
- Architectural review & design control: All exterior changes—paint, materials, fencing, landscaping alterations, structures, antennas, satellite dishes—require prior written approval from the Architectural Committee. - Residential use only: Your Lot is restricted to single-family residential use. No business, trade, or gainful occupation is permitted.
- Vehicles & equipment restrictions: No motor vehicles over 1 ton, boats, trailers, mobile homes, or campers can be visible from neighboring property. Pickup trucks (up to 1 ton) and mini motor homes or RVs (up to 7 ft height, 18 ft length) may be parked in garages or driveways if used regularly for transportation.
- Landscaping & yard maintenance: The builder installed your front yard landscaping—you cannot modify it and have no access to its irrigation system. The Association maintains all lawns, weeds, and replaces dead plants. You are responsible for your side and rear yard landscaping.
- Pets & animals: A reasonable number of generally recognized house or yard pets are permitted as domestic pets only, not for commercial breeding. Pets must not create excessive noise or nuisance, and animal housing must not be visible from neighboring property.
- Enforcement & penalties: Violations of the CC&Rs or Association Rules can result in fines up to $200 and suspension of Common Area use rights for up to 60 days per infraction.
