Citrus Greens is a single-family home subdivision in Mesa, AZ, governed by a set of recorded restrictive covenants (CC&Rs) that run with the land. These rules apply to all lot owners and occupants, covering minimum house size, architectural standards, landscaping, vehicle storage, and more. A homeowners association may be organized to enforce the rules and charge fees.
- Land use & building type: Lots are for single-family residential use only. No business, commercial, or industrial activity is allowed. Each lot may have one detached single-family dwelling, up to two stories, plus accessory structures like patios, pools, garages, and guest houses.
- Minimum house size & dimensions: The dwelling must have at least 3,000 square feet of livable floor area (excluding porches, garages, patios). If there is a second story or basement, the ground floor must be at least 2,000 square feet. The house must be at least 80 feet wide along the frontage.
- Architectural control & materials: All construction, alterations, and landscaping must be approved in writing by an architectural committee (initially named individuals, later elected by owners). Exterior materials must be authentic (e.g., brick, stucco, stone, wood); simulated materials are banned. Roofing must be cedar shake, tile, or similar approved materials, with a pitch between 3/12 and 12/12.
- Fences & walls: A solid block wall fence at least 6 feet high must be erected along the back portion of each lot within 320 days of home completion. Front fences cannot exceed 3 feet high within 10 feet of the front street line. Fence design must match the home's front elevation; back walls must be 8-inch beige Superlite masonry block.
- Landscaping & trees: Front yard landscaping must be completed within 6 months of final inspection. Desert landscaping is not permitted in the front yard. No more than 30% of existing citrus trees may be removed from any lot. All yards must be kept neat and cultivated; vacant lots must be free of weeds and litter.
- Vehicles & parking: Private passenger vehicles and pickup trucks up to 3/4 ton may park on the front or side of the lot. Larger trucks, boats, and recreational vehicles must be stored in a garage or rear yard (out of view). Inoperable or under-repair vehicles cannot be visible from streets or other lots. Garage doors must remain closed except when entering or leaving.
- Pets: A reasonable number of dogs, cats, or other household pets may be kept, but no livestock, poultry, or commercial breeding is allowed.
- Enforcement & duration: These covenants run with the land initially for 30 years from recording (1987), then auto-renew in 10-year periods unless a majority of owners revoke. Violations may be enforced by any lot owner via lawsuit, with the prevailing party recovering costs and attorney's fees. A homeowners' association may be formed to manage and enforce the rules.
