VJI Well Co-Op is a water utility cooperative serving four single-family residences in Mesa, Arizona that share a common well. Each homeowner owns one share of the co-op (non-transferable, but passes with the land); you collectively fund well operations and maintenance through shared monthly costs. Governance runs through an annually elected caretaker and shareholder meetings with one vote per share.
- What you own & share: You own one share of the well system, tied to your property; shares cannot be sold separately from the land. All shareholders equally own and collectively maintain the well and system infrastructure.
- Fees, billing & payment: You pay a one-time $100 initiation fee when you begin service. Monthly bills are prorated based on your meter usage plus 25%; when the well account reaches $1,000, that surcharge drops to 10%. Payment is due within 5 days of the electric bill. If 60+ days behind, the co-op pursues small claims court at your expense, and water is disconnected until all arrears plus a $100 reconnection fee are paid.
- Allowed water uses: Water is for domestic purposes only: household use, vegetable gardens, livestock watering, and lawn sprinkling. Current uses are grandfathered; any new uses require majority shareholder approval. All shareholders must conserve water to ensure adequate supply for everyone.
- Maintenance & repair responsibilities: You maintain your own service line to your home. The co-op maintains the shared well and waterlines in the easements. Major repairs or improvements over $500 require shareholder approval. If repair costs exceed the well account balance, the overage is split equally among all shareholders.
- Voting & meetings: Each share equals one vote; decisions pass by simple majority. A rotation-elected caretaker oversees well operations and finances (two signatures required on the well account). Annual meetings occur in January; special meetings can be called as needed. Votes can be in person or by proxy.
- Well testing & water quality: Annual well testing is the co-op's responsibility. Local authorities can test at any time; whoever requests testing outside the annual cycle pays for it.
- Sewage restrictions: No individual sewage disposal system can be located or relocated within 100 feet of the well site.
