What Circle Tree's governing documents say
Circle Tree is a condominium community in Mesa, AZ. You own your unit and share common elements maintained by the association. These rules govern daily life, rentals, parking, pets, and use of amenities.
- Parking & vehicles: All vehicles must be parked nose-first, display a parking permit, and have current registration. No backing into spaces. Speed limit is 5 MPH. Boats, RVs, and semi trucks are prohibited. Parking in fire lanes, on sidewalks, or in another unit’s reserved space is forbidden. Fines escalate: $50, $100, $150, plus possible towing or suspension of parking privileges.
- Pets: One domestic pet (dog or cat) per unit, maximum 20 pounds. Pets must be leashed on common areas and never fed on grounds. Owners must clean up after pets. Noise complaints, especially after 10 PM, are violations. Vicious animals must be removed.
- Rentals & Crime Free program: Landlords must submit tenant paperwork and background checks 10 days before move-in. Tenants with felony convictions within 7 years, or any drug, sex, or domestic violence convictions, are ineligible. Non-compliance results in a $250 fine every 14 days. Landlords are responsible for tenant violations.
- Balconies, patios & walkways: These are limited common elements. No laundry, towels, or unsightly items visible from common areas. Grills, fire pits, and hibachis are prohibited. Wind chimes are allowed only if no neighbor complains. Modifications require architectural approval. Fines start at $50, increasing $50 every 30 days.
- Pool & common area use: Pool hours 7 AM–10 PM. Maximum 6 persons per unit at pool/cabana. Children under 12 must be accompanied by an adult. No alcohol, glass, street clothing, or pets in the pool area (except service animals?). No diving. Lost pool key replacement costs $15. Infractions result in fines per the schedule.
- Fines & enforcement: General violations: first offense $50, second $100, third $150, then $50 increments. Parking violations have separate $50, $100, $150 fines plus towing. Crime Free fines range from $100 to $350 depending on class. Appeals must be in writing within 10 days.
