Torre Blanca is a homeowners association (HOA) in Phoenix, AZ. Membership is automatic when you own a home, with one vote per residence. The HOA maintains common areas, carports, and landscaping, while homeowners are responsible for interiors and certain exterior items. Rules cover exterior colors, parking, pets, home improvements, and amenity use.
- Association Membership & Meetings: Annual meeting is the third Thursday of February at 6:00 p.m. in the clubhouse. Each homeowner gets one vote if their account is current.
- Approved Exterior Colors: Only two colors are allowed: Dunn-Edwards 'Rodeo Jake' (cream) and 'Aztec Pony' (dark brown).
- Pets: Dogs must be leashed when outside the owner's patio. Owners must clean up after pets. Continuous barking can be reported to Maricopa Animal Control.
- Parking: Two assigned parking spaces per home, numbered to match the lot. Guest parking is only for visitors; residents cannot use guest spaces. Inoperable vehicles will be removed at the owner's expense.
- Home Improvements & Architectural Review: Any exterior change (e.g., awnings, patio covers) must be approved by the Board first. Submit a drawing and explanation before the monthly meeting (third Thursday).
- Fees & Insurance: Homeowner fees are due the 1st, late after the 15th with a $15 late fee. Insurance premiums are due each December, also with a $15 late fee.
- Pool Regulations: Children under 16 must be supervised. No glass containers or animals allowed. Children's pool hours: 9 a.m.–8 p.m. weekdays, 12 p.m.–8 p.m. weekends/holidays.
