What Golden Groves's governing documents say
Golden Groves is a single-family detached-home community in Phoenix, Arizona, governed by a homeowners' association. You own your individual lot and home; the association maintains common areas and amenities, funded by quarterly per-lot assessments. The community has extensive architectural review requirements and deed-based restrictions on use.
- Assessments: Assessments are charged quarterly per lot. Annual increases are capped at the greater of the Consumer Price Index or 8% of the prior year's amount; larger increases require a 2/3 member vote.
- Architectural review: Exterior improvements—structures, landscaping, HVAC, solar, antennas, fencing—require written Architectural Control Committee approval before construction. Approval is deemed granted if the committee doesn't respond within 30 days of a complete application.
- Renting your home: Full-unit rentals are allowed for residential occupancy only, not transient or hotel use. Lease agreements must be in writing and explicitly subject to the CC&Rs.
- Pets: Household pets are allowed in reasonable numbers and must not be obnoxious to neighbors. Pets must be kept indoors or confined to fenced yards.
- Vehicles & equipment: Mobile homes, boats, RVs, trailers, and commercial vehicles are prohibited. Vehicles should be garaged or parked off-street; motor-vehicle repairs visible from neighboring property are not allowed.
- Fencing & party walls: All fencing must be masonry material only and no taller than 6 feet. For party walls (shared fences), repair costs are split equally between adjacent owners unless one owner's negligence caused the damage.
- Builder control during development: During the initial development phase, the builder (Declarant) is exempt from architectural review and holds 10 votes per lot versus owners' 1 vote per lot. These privileges end after 9 months following full build-out to public purchasers.
