Palmer Hill is a single-family residential subdivision in Prescott, Arizona, with 17 lots subject to detailed architectural and design control restrictions. All homeowners must complete a formal five-phase design review before building, and all homes and site work must comply with strict standards on materials, colors, landscaping, and visual impact to preserve the neighborhood's hilltop character and views of the natural environment.
- Mandatory design review process: Before any construction, you must complete a five-phase design review: pre-design conference, preliminary submittal ($400 fee), final submittal, pre-construction conference, and final inspection. Each review phase takes 15–30 days. Construction must begin within one year of final approval or approval expires. Finished exterior must be complete within 7 months and landscaping within 9 months.
- Home size and height limits: Minimum livable floor area is 1,800 square feet. Maximum height is 28 feet above ground at the house's lowest point (except chimneys); on steep slopes (>15% average grade), you may build up to 33 feet if designed as a stepped home. No more than two stories; basements don't count toward the story limit.
- Exterior materials (strict standards): Natural stone, wood siding, and earth-tone brick are preferred. Cultured stone acceptable if it resembles natural stone. Stucco is nearly prohibited—only as accent material on maximum 25% of wall area, and only on approved Santa Fe/Southwest/contemporary styles. Manufactured siding must resemble wood, applied horizontally in 6" or smaller slats, and must be combined with rock, brick, or wood accents. Log homes not allowed.
- Color restrictions (earth tones only): All exterior colors must be muted earth tones that blend with the natural landscape. Neutral grays acceptable. White limited to trim, molding, doors, and fascia. Absolutely prohibited: bright primary colors (red, orange, yellow, blue, green, indigo, violet), pink, lavender, chartreuse, and reflective or gloss finishes. All colors require Design Review Committee approval.
- Landscaping requirements: Front and side yards must be landscaped; more extensive landscaping required if visible from the street or Highway. Certain lots have specific buffering requirements (15–20 feet of vegetated area on specified sides). Rock or gravel limited to one-third of landscaped area; rock lawns and desert landscaping prohibited. Landscaping must be completed within 9 months of construction start or before sale, or the committee will complete it and bill you.
- Lot restrictions and obligations: Lots cannot be split. Only one residence per lot (except approved compounds on 2+ lots). Specific lot owners (Lots 1–7, 12–14) have mandatory revegetation obligations for road scars or old reservoir roads per city Development Agreement. All building must occur within designated building envelopes on the recorded plat.
- Garage and driveway materials: An enclosed two-car garage is mandatory for every residence. One detached garage allowed per lot (may contain guest quarters on lots 18,000+ sq ft).
