The Community Association of Waterford Lakes, Inc. is a single-family homeowners' association (HOA) in Orlando, FL. The 'Rules of Operation' adopted by the Board set the day-to-day rules for homeowners, tenants, and guests. As a supplement to the Declaration of Covenants and Restrictions, these rules cover parking, landscaping, pets, rentals, and use of common amenities. They apply to all residents, with specific rules for tenants.
- Leasing & rentals: Leases for non-owner occupied units must be for at least 60 days. Owners must submit an 'Intent to Have Occupant' form, a $150 application fee (covering background checks for up to two adults), and a copy of the signed lease. Renewals require updated forms but waive the fee if occupants haven't changed. All adult occupants must pass tenant screening, criminal, and sex offender checks; failure can result in rejection.
- Parking & vehicles: On-street parking is prohibited from midnight to 7 AM. Vehicles parked on the street between 7 AM and midnight for more than 4 hours may be towed. Commercial-lettered vehicles are not allowed to park on streets, driveways, or the pool parking lot from midnight to 7 AM. Towing is enforced for vehicles on grass, sidewalks, or impeding traffic. All vehicles must be roadworthy with current tags and insurance.
- Pets: No pets are allowed in the pool or on the pool deck. Feeding of wildlife in retention ponds/canals (including ducks and turtles) is prohibited. Bird feeders are permitted within unit property lines if they do not attract pond wildlife.
- Architectural review: Any alterations or additions to a unit or property require prior filing with the Architectural Review Committee (ARC) and Board approval. Landscaping changes (trees, shrubbery) require ARC approval; plantings must be at least 5 feet from the curb and 3 feet from sidewalks. Holiday decorations may be displayed up to one month before and after the holiday without ARC approval.
- Amenities: pool & recreation: Pool hours are 8 AM to dusk (DST) or 6 PM (EDT). Children under 14 and guests must be accompanied by a resident 18 or older. Max 30 people in the pool at once. No glass, food, alcohol, or inflatable toys. Only one CAWL entry card per unit; lost/stolen cards cost $75 to replace. Use of the pool may be suspended for owners delinquent on assessments for more than 90 days.
- Fines & enforcement: Fines for violations accrue at $10 per day (up to $1,000 per violation). After an initial notice and a second notice, unresolved violations go to the Board, which can levy fines and/or suspend use rights. The homeowner gets an opportunity for a hearing before an Appeals Committee of at least three homeowners not on the Board. Each day of a continuing violation counts as a separate violation.
- Home businesses & commercial activity: No commercial activity or home occupation is permitted except for specific listed uses allowed by Indian River County ordinance (e.g., artists, authors, computer programming). These must be incidental to residential use, no exterior changes, no customers on site, and no more than two non-resident employees may park off-premises. A county permit is required.
