Sugar Mill is a single-family home subdivision in Holly Ridge, NC, governed by the Royal Palms Homeowners' Association. These covenants and restrictions apply to all lot owners and are designed to protect property values and maintain a uniform neighborhood appearance.
- Land use & building type: Lots are restricted to single-family residential use only. Only one single-family dwelling (max 2 stories) plus small accessory buildings are allowed per lot. Accessory buildings cannot be built before the main house.
- Architectural review: All exterior construction, additions, or alterations require prior written approval from the Declarant or Architectural Review Committee. Approval may be based on aesthetic grounds. If no decision within 30 days, approval is deemed given.

- Construction timeline & completion: Exterior and landscaping must be completed within 12 months of starting construction, unless delayed by strikes, fires, national emergency, or natural calamities.
- Pets & animals: No livestock or poultry. Dogs, cats, or other household pets are allowed but not for commercial purposes. Pets must be leashed and not allowed to run free.
- Parking & vehicles: Boats, campers, trailers, motor homes, and similar vehicles must be parked in the back yard and screened from street view. Inoperable vehicles or those without current registration/insurance are prohibited and may be towed at owner's expense. Tractor-trailers are not allowed.
- Assessments & fees: Annual assessments start at a maximum of $200 per lot, with annual increases up to 5% without a membership vote. Special assessments for capital improvements require a 2/3 vote of each membership class. Assessments are a lien on the property and personal obligation of the owner.
