What Covington Crest Homeowners Association Inc's governing documents say
Covington Crest is a single-family residential HOA subdivision in Wake County, NC. This declaration of covenants, conditions, and restrictions (CC&Rs) is the rulebook for the community, binding all lot owners and their tenants. It covers assessments, architectural control, use restrictions, and easements.
- Assessments & fees: Annual assessments start at $330 per developed lot, with the Board able to increase up to 10% per year without member vote. Special assessments for capital improvements require 67% member approval. Delinquent assessments incur a $25 late fee and 12% annual interest, and create a lien on the property.
- Architectural review: All exterior improvements (structures, fences, sheds, lawn ornaments, antennas, solar panels, etc.) require prior written approval from the Architectural Committee or Board. Plans are deemed approved if not acted on within 60 days. Minimum heated area is 2,100 sq ft for one-story homes, 2,600 sq ft for 1.5- or 2-story homes.
- Leasing & rentals: Leases must be in writing, for at least 365 days, and cannot be for transient/hotel purposes or to individuals with prior felony convictions. The entire residential structure must be leased (no partial unit rentals).
- Pets & animals: No livestock or poultry; only a reasonable number of domesticated household pets are allowed, provided they are not for commercial purposes, are restrained outside, and have no unapproved outdoor shelter visible from the street.
- Parking & vehicles: No boats, RVs, or trailers may be parked in common areas or street rights-of-way; they must be stored in a garage or screened from view. No inoperative or abandoned vehicles may be parked on lots or streets. Owners must provide off-street parking; street parking is prohibited.
- Property maintenance: Owners must keep grass shorter than 8 inches, remove trash and debris, and maintain a pleasing appearance. If the Association does the work, the owner is charged the cost plus a 15% service charge.
- Business & nuisance activities: No business activity or obnoxious/offensive activity is allowed on the property. Target shooting is permitted within reasonable daytime hours if allowed by law. Signage is restricted (e.g., 'For Sale' signs max 4 sq ft).
- What this document doesn't cover: This is the declaration only; it does not include the Association's Bylaws, rules and regulations, or current fee schedules. It also doesn't specify any amenities (e.g., pool, clubhouse) or their usage rules.
