What Summerfield (TX)'s governing documents say
This is a set of administrative policies for the Summerfield Community Association, a single-family HOA in Allen, Texas. It covers how the association handles records, payments, email registration, and certain home improvements. It is not the full set of community rules; it only addresses the specific policies listed.
- What this document covers: This is a supplemental filing of eight board-adopted policies: record retention, records production/copying, payment plans, application of payments, email registration, solar energy devices, certain roofing materials, and rainwater collection. It does not contain the main HOA covenants or general rules.
- Records access & copying: Owners can request to inspect or copy association records. The association must respond within 10 business days, and copies cost set fees (e.g., $1 per page for paper, $3 per DVD). An overhead charge of 20% of labor costs applies to requests over 50 pages.
- Payment plans & application of payments: Owners with delinquent assessments can request a payment plan, which requires an initial payment and equal monthly installments. Payments are applied first to delinquent assessments, then current assessments, then fees and fines.
- Email registration: Owners who want to receive board meeting notices by email must register their email address with the association's management company. The association is not obligated to find unregistered owners.
- Solar energy devices: Solar panels are allowed only on the owner's roof or in a fenced yard/patio, must not face the front street, must not extend beyond the roofline, and require prior written approval. They must not interfere with neighbors' enjoyment.
- Roofing materials: The association may restrict certain roofing shingles, but any restriction must allow shingles that are comparable to customary composite shingles, are durable, and match the neighborhood aesthetics.
- Rainwater collection: Rain barrels and rainwater harvesting systems require written approval from the board or architectural committee. They must be installed in a location that is not visible from the street or common areas, and plans must be submitted.
