What Southern Hills Neighborhood's governing documents say
These are the bylaws of the Southern Hills Neighborhood Association, a voluntary civic association in Cockrell Hill, TX. Membership is open to residents and owners over 18 within defined boundaries. It is not a mandatory homeowners association with deed restrictions; rather, it is a membership organization that promotes safety, improvement, and beautification. Annual dues are $15 per household.
- Membership & dues: Membership is open to all residents or property owners over age 18 within the neighborhood boundaries. Annual dues are $15 per household, but dues cannot exceed $50 unless changed by a vote. New members joining during the first six months of the membership year pay full dues; those joining in the last six months pay half.
- Meetings: General meetings are held on the last Tuesday of each month (except December) at 7:30 PM at Mark Twain Elementary School or another announced location. Special meetings may be called by any three directors or by petition of at least 25% of members.
- Voting & quorum: Each member has one vote and may vote in person or by proxy. A quorum for general meetings is at least 5% of members. Special assessments require a 2/3 affirmative vote of members present where a quorum exists. Removal of an officer or director requires a 2/3 vote by secret ballot.
- Officers & board: Officers include President, Vice President, Vice President of Communications, Secretary, and Treasurer, each serving two-year terms. The Board of Directors consists of the officers plus six elected members. No officer or director may serve more than four consecutive years in any capacity, and the President may not serve more than five consecutive years.
- Committees: Standing committees include Communications, Transportation, Crime Watch, Activities, Beautification, Education, Land Use, and Welcoming. Committee chairs are appointed by the Board, except the Communications Committee chair (the Vice President of Communications). Ad hoc committees may be formed by majority vote of the Board.
- Amendments: These bylaws may be amended by a 2/3 majority vote of members at any general or special meeting, provided notice of the vote has been given as specified in the bylaws.
