What The Nineteen Condominium Association's governing documents say
The Nineteen Condominium Association is a condo community in Dallas, TX. This document is a collection of Board-approved guidelines and policies covering flags, records, rainwater systems, solar devices, religious displays, document retention, and voting. It is not the full declaration of covenants — it supplements the community's main rulebook.
- Flags & flagpoles: Only U.S., Texas, and official U.S. armed forces flags are allowed. Flags may be up to 3' x 5'. One flag per structure-mounted pole; up to two on a free-standing pole at least 14' tall. Poles require Architectural Control Committee approval and must be maintained and not create noise.
- Accessing association records: Owners (or a written proxy) can request records. The association must respond within 10 business days. Copy fees: $0.10 per B&W single page, $0.20 double-sided, $0.50 color single, $1.00 color double, $0.10 per PDF page, $1.00 per CD, plus $18/hour labor and mailing costs.
- Rainwater collection systems: Rain barrels are allowed with advance approval if they are max 55 gallons, painted a single color to blend with the home, placed level, and fed directly by a downspout. Overflow must not drain onto neighboring property. Open containers are not allowed.
- Solar panels & devices: Roof-mounted solar panels must not extend beyond the roof edges, must conform to the roof slope, be parallel to the ridge, and match roof colors. They must be placed in the least visible position unless it reduces energy production by more than 10%. Permits are required where law demands.
- Religious items on display: Owners or residents may display religious items at the entry of their dwelling. The size limit is specified in the guidelines (exact number not legible in the provided text). No Architectural Control Committee approval is needed if compliant.
- Record keeping & retention: The association must retain formation documents permanently; financial statements, minutes, tax returns, and ACC decisions for 7 years; contracts for 4 years after expiration. Records of former owners are kept for 1 year after ownership ends.
- Voting & ballots: Elections require at least 10 days' notice. Members can request a recount within a specified window; the recount must be done within 30 days of receipt of request and payment, and costs are reimbursed if the result changes. Votes must be in writing; electronic ballots are allowed.
- What this document doesn't cover: This document does not cover basic ownership rules, pets, leasing, assessments, or common area maintenance — those are in the main declaration.
