What Trails of Elizabeth Creek Homeowners Association's governing documents say
This is a single-family homeowners association (HOA) in Fort Worth, Texas. The document is a management certificate and first supplement to the community manual — it lists contact info, transfer fees, and a set of procedural policies (violation hearings, board meetings, pool rules, enforcement) but does not contain the full declaration or complete rulebook. It is for homeowners and residents to understand how the HOA operates and what basic rules apply.
- Transfer fees & working capital assessment: Resale certificate: $340; statement of account: $50; refinance certificate: $50; transfer fee to management company: $175; covenant compliance inspection fee: $200; working capital assessment for new owners: $500.
- Violation hearing procedures: An owner who receives a covenant violation notice may request a hearing within 30 days. The board must hold the hearing within 30 days of the request and provide documents at least 10 days before. The owner may postpone once for up to 10 days, and an additional 15-day postponement if the board misses the 10-day document deadline.
- Board meeting notice requirements: Regular meetings: notice by mail 10–60 days in advance, or posted/emailed at least 144 hours before. Special meetings: mailed 10–60 days, or posted/emailed 72 hours before. Certain actions (fines, foreclosures, budget approval) require an open meeting with prior notice.
- Community facilities & pool rules: Access devices (key fobs) are required; one free per new home, one additional may be purchased. No lifeguard on duty; children under 14 must be supervised by someone 16+. Pool open May–September (weekends only in shoulder months). No pets, no glass, no alcohol, no diving, no smoking/vaping. Maximum 2 guests per household per day.
- Clubhouse rentals: Only members in good standing may rent; minimum 2-hour rental; cleaning and security deposits required. Alcohol allowed for private events only (cannot be sold without license). Security may be required for events with 50+ attendees. Decorations limited; no tape, nails, glitter, or confetti.
- Delinquent assessment cure period: Before turning a delinquency over to a collection agent or reporting to a credit bureau, the association must give the owner at least 45 days to cure, via certified mail, and offer information about payment plans.
- Religious display policy: Owners may display one or more religious items motivated by sincere belief, so long as they do not threaten health/safety, violate law, or contain patently offensive content. Items may not be placed on association property, common elements, or within setbacks/easements.
- What this document doesn't cover: This document does not include the full declaration (covenants, conditions, and restrictions), the complete community manual, detailed architectural guidelines, or specific rules about trash, landscaping, parking in the subdivision itself (as opposed to the community facility parking lot).
