What Frisco Hickory Springs Homeowners Association, Inc.'s governing documents say
Frisco Hickory Springs is a single-family home subdivision in Frisco, TX, governed by a homeowners association (HOA). This document is a compilation of several specific policies and guidelines adopted by the HOA, along with its Bylaws and Articles of Incorporation. It does not contain the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs).
- Flag display rules: One flagpole per lot, max height 20 feet. Flag size max 3' x 5'. Lights must be ground-mounted and shielded. Flagpoles must not be located in common areas or interfere with neighbor's quiet enjoyment.
- Roofing materials policy: Owners may install roofing materials that (a) resemble shingles authorized for the subdivision, (b) are of equal or superior quality and durability, and (c) match the aesthetics of surrounding properties. This policy overrides any conflicting roofing restrictions in other governing documents.
- Solar energy devices policy: Solar devices may be installed on the main roof, on an approved structure's roof, or within a fenced yard/patio. Roof-mounted devices must not extend above or beyond the roof section, must conform to the roof slope, and have a frame/color matching shingles or a neutral tone. They must be placed for least visibility without reducing estimated energy production by more than 10%.
- Assessment payment plan policy: Eligible owners can request a 6-month payment plan for delinquent assessments. Initial payment must be 25% of the delinquent amount, followed by monthly installments. A monthly monitoring fee of at least $5 applies. Alternative arrangements (3–18 months) may be approved by the Board for good cause.
- Assessment collection & late fees: Assessments are due semi-annually (Jan 1 and Jul 1). Late after 30 days; a late invoice sent after 30 days includes automatic late fee. After 90 days, account referred to attorney; after 120 days, a lien may be filed. Continued delinquency may lead to foreclosure.
- Document inspection & copying policy: Owners may request inspection/copies of association records via certified mail. Association must respond within 10 business days. Copying fees: $0.10 per standard page; additional charges for nonstandard media and labor (e.g., redacting confidential info). Overhead charges may apply for labor-intensive requests.
- What this document doesn't cover: This document is a partial collection – it does not include the full CC&Rs (Declaration), so restrictions on matters like paint colors, landscaping, parking, or rental limits are not here. The Bylaws included cover board elections, meetings, and voting, but key operational rules may be in the missing Declaration.
