The Lakes of Hillcrest Homeowners Association, Inc. (Preston Lakes) is a standard single-family HOA in Frisco, TX. This document records several policies that supplement the governing documents, including rules on flags, solar panels, assessment collection, and enforcement of covenants. Homeowners are bound by these policies in addition to the main CC&Rs.
- Flagpoles and flags: Freestanding flagpoles may not exceed 20 feet in height; poles attached to the dwelling may not exceed 6 feet in length. Flown flags must be between 3'x5' and 4'x6' on a freestanding pole, and no larger than 3'x5' on an attached pole. Halyards must be quieted; neighbor complaints can require flag removal. Illumination is allowed if it does not disturb neighbors.
- Solar panels: Solar panels require written architectural approval. They may be installed only on the roof (must not extend above the roofline, must conform to the roof slope, and have frame/piping in silver, bronze, or black that blends with the roof) or in a fenced rear yard or patio (must not be taller than the fence line). The committee may deny if panels substantially impair use of nearby property.
- Assessment collection: The HOA follows a staged collection process: a first notice after 90 days delinquent, a second notice at 120 days, a final demand at 150 days, and a pre-posting notice at 180 days before filing for expedited foreclosure. Late fees, interest, and collection costs are added to the owner's account. Payment plans may be available.
- Covenant enforcement and fines: Violations are reported and notices sent: a courtesy notice (optional) allows 10 days to cure; then a first, second, and final notice. Owners may request a hearing within 30 days of any notice. Fines and special assessments for non‑compliance may be levied and become a personal obligation and a lien on the lot.
