If you're a homeowner or buyer, these documents tell you how the HOA runs its finances and communications, but they don't cover everyday rules like pets or parking.
- Board elections & meetings: The HOA lowered the quorum for electing board members: if the usual 20% quorum isn't met, a 10% quorum can elect directors, and if that fails, a reconvened meeting within 90 days can elect with whatever members show up.
- Email notices: Owners who want email notices of board meetings must register their email on the management company's website (www.cmanianagement.com). The HOA isn't obligated to track down or update your email, so if you don't register, you might miss notices.
- Assessments & late fees: Annual assessments are due quarterly (Jan 1, Apr 1, Jul 1, Oct 1). If you're more than 10 days late, you'll owe 18% annual interest and a $25 late charge, plus a $25 fee for any returned check. The HOA can also add collection costs and attorney fees.
- Payment plans: If you're behind on assessments, you can request a payment plan: you pay 10% upfront and the rest in equal monthly installments over 18 months. During the plan, no extra penalties are added (except interest and admin costs). If you default, you may not get another plan for two years.
- Foreclosure & collections: If you stay delinquent more than 30 days after a demand letter, the HOA can refer your debt to an attorney and may foreclose on your home (non-judicially or in court) or sue you personally for the balance. They can also report you to credit bureaus.
- Records access: Owners can inspect and copy HOA records. You must submit a written request, and the HOA has 10 business days to respond. Copying costs follow state rules: $0.10 per page, $15/hour labor (waived for 50 pages or fewer), plus a 20% overhead charge on labor.
- Religious displays: You can put religious items on your door or door frame as long as they don't threaten safety, violate law, are patently offensive, extend past the door frame, or total more than 25 square inches.
- Solar panels: You can install solar panels on your roof or in your fenced yard/patio, but they must meet certain rules: not on the front-facing roof, must match the roof slope, not extend beyond the roofline, and in a yard they can't be taller than the fence. You need HOA approval first.
