Springpark is a single-family home HOA in Garland, TX. This collection of supplemental notices and policies governs association operations and homeowner obligations—covering payment procedures, document access, and architectural standards. It applies to all homeowners, but the full CC&Rs are not included here.
- Payment priorities & delinquencies: Payments are applied first to assessments that could lead to foreclosure, then attorney's fees, fines, and other charges. A 6-month payment plan is available for delinquent owners, requiring a 25% initial payment and equal monthly installments; default triggers collection costs.
- Document access & copying: Owners may inspect and copy association records. Standard copies cost $0.10 per page, labor is $15/hour, and an overhead charge of 20% of labor applies. A written request must be sent via certified mail.
- Architectural review – exterior paint: Exterior colors must be muted earth tones; no more than 3 colors per house. Fluorescent or neon colors are prohibited. Paint changes require ACC approval, and temporary paint is limited to 30 days.
- Architectural review – retaining walls: Walls over 4 feet in height require an engineer's design. Acceptable materials include natural stone, concrete, or pressure-treated lumber, but bare concrete or industrial looks are banned. Walls must be entirely on the owner's property.
- Architectural review – rainwater collection: Rain barrels or harvesting systems must match the home's color scheme and cannot be placed on common property, in street-facing front yard if a better location exists, or cause nuisance to neighbors. Interior components must not be visible.
- Architectural review – flag displays: Flags of the United States, Texas, or military branches are allowed. Temporary displays for holidays need not be removed if shown for 20 days or fewer. Flagpole must be permanent and in good condition.
- Architectural review – roofing materials: Composition shingles are permitted if they meet UL Class A fire rating, wind-resistant label, and are multi-layered laminated. Other roofing materials may be allowed per the full CC&Rs (not included here).
- What this document doesn't cover: This is a partial collection; it does not include the full Master Declaration, bylaws, or many common HOA rules (e.g., parking, pet limits, noise, landscaping beyond these standards). Buyers and renters should request complete governing documents.
