Springpark is a standard single-family homeowners association (HOA) in Richardson, TX. These bylaws and policies govern the HOA's operations, board structure, membership, and assessment collection. The rules apply to all homeowners (members) in the Springpark community.
- Board of Directors: The HOA is managed by a board elected annually by the members. Directors must be resident members in good standing. The board has authority to levy assessments, adopt rules, and enforce covenants.
- Membership & Voting: Every owner of a lot or living unit subject to assessment is a member. Each lot/unit gets one vote; the developer had 16,000 votes until certain conditions were met. Annual meetings are held in January (date may be set by board). Members may vote in person or by proxy.
- Assessments & Late Fees: Annual assessments are due January 1. Payments received after February 28 are delinquent. Late fee: $10 per month. The association may send reminders, notices of delinquency, and letters of default. Voting rights are suspended for nonpayment. Ultimate collection includes lien and foreclosure.
- Committees: The board may appoint an Executive Committee and an Architectural Control Committee (with powers from the Declaration). Other committees may also be created.
