What Twin Ck Homeowners's governing documents say
Twin Creek Homeowners Association is a standard single-family HOA in Dallas and Collin Counties, Texas. These bylaws govern the association's internal operations—membership, meetings, officers, committees, and finances—but do not contain the full rules (e.g., use restrictions, architectural standards) that apply to homeowners. Residents are automatically members by owning a lot or living unit in the community.
- Membership & voting: Every owner of a lot or living unit subject to association assessments is a member. There are two voting classes: Class A (all owners except undeveloped lot owners) get one vote per unit; Class B (undeveloped lot owners) convert to Class A upon construction of a living unit or by June 1, 1985. Only one vote per lot/unit, even if co-owned.
- Meetings: Semi-annual meetings are held on the second Monday of April and October at 7:00 p.m., starting 1983. Special meetings may be called by the president, the board, or members holding at least 1/10 of voting power. Notice must be given 30–50 days before. A majority of votes entitled to be cast constitutes a quorum.
- Officers & committees: Officers include President, one or more Vice Presidents, Secretary, Treasurer, and others as needed; elected annually by the membership at the October meeting. An Executive Committee and an Architectural Control Committee (composed of 3 or more representatives) may be appointed by the membership. Other committees may be created by the board.
- Assessments: The association levies assessments to further its purposes (maintenance, common areas, enforcement). In a 1983 amendment, a quarterly assessment of $25.00 per land owner was adopted, payable upon billing by the Secretary on the last day of January, April, July, and October.
- Deed restrictions & enforcement: The association enforces recorded deed restrictions. Upon written notice of a violation, the association may take legal action if a majority of voting members vote to engage an attorney. Deed restrictions may be amended by a two‑thirds vote of eligible members.
- What this document doesn’t cover: These bylaws do not contain the actual use restrictions (e.g., pet limits, rental rules, parking, architectural guidelines) that apply to homeowners. Those are found in separate Declaration of Covenants and Use Restrictions documents, which are not included here. The bylaws also lack specific information about common area amenities, budget details, or fee schedules beyond the $25 quarterly assessment.
