What Walsh's governing documents say
Walsh is a master-planned community in Grand Prairie, TX. The documents provided are two separate 'Development Area Declarations' — one for a commercial area and one for a medical/campus area — that supplement the larger Walsh Ranch Master Covenant. These are not full residential rulebooks; they apply only to designated commercial and medical parcels within the community.
- Use restrictions — Commercial area: The Commercial Development Area may only be used for approved commercial purposes. Specifically prohibited uses include bankruptcy/liquidation sales, auction houses, flea markets, pawn shops, thrift stores, kennels, adult businesses, gambling, mortuaries, mental health facilities, and any use deemed hazardous or offensive. Hotels and bed-and-breakfasts are also banned.
- Use restrictions — Medical area: The Medical Development Area is restricted to a health care system (Cook Children’s) and related auxiliary enterprises. Prohibited uses mirror the commercial area plus night clubs, bars, dance halls, and recreational motor vehicle sales/rental.
- Vehicles & parking: Trailers, graders, trucks (other than pickups), boats, tractors, campers, buses, motorcycles, scooters, ATVs, and garden equipment must be stored in enclosed structures or screened when not in use. Inoperable vehicles, racing vehicles, and mobile homes are prohibited. Parking of commercial vehicles, recreational vehicles, watercraft, and trailers is generally banned, except for temporary construction/service/delivery vehicles.
- Animals: No domestic pets, non-traditional pets (e.g., pot-bellied pigs, miniature horses, snakes, lizards, ferrets, monkeys, exotics), farm animals, or wild animals are allowed in either development area. Seeing-eye dogs and other qualified service animals are permitted.
- Signs & antennas: Signs require prior written approval from the Walsh Ranch Reviewer, except for temporary signs by Declarant or permits. Antennas and satellite dishes are generally prohibited unless they meet FCC-protected size limits (e.g., one meter or less for DBS) and are subject to reasonable placement restrictions.
- Trash & unsightly articles: Trash must be placed in approved receptacles, kept closed, and screened. Large objects must be crushed or broken down. Owners must privately arrange for removal of discarded furnishings or large debris. Unsightly articles visible from adjoining property or thoroughfares are not permitted.
- Exterior alterations & screening: Construction of improvements, fences, and exterior lighting require advance written approval. Mechanical equipment, storage areas, and roof objects must be screened from view. Utility lines must be underground unless otherwise approved.
