What Parkwood Trail's governing documents say
Parkwood Trail is a standard single-family homeowners association (HOA) in Haltom City / Fort Worth, TX. The documents below are supplemental policies and rules that amend and supplement the community's Declaration of Covenants, Conditions and Restrictions and Community Manual. They do not contain the full set of restrictions — only specific procedural and policy updates adopted in 2021 and a standalone Covenant Enforcement and Fine Policy recorded in 2023.
- Architectural Review: Architectural review authority members cannot be current Board members, their spouses, or household residents. Written denial must be sent by certified mail, hand delivery, or electronic delivery, describing the basis and any required changes. Owners may appeal denials to the Board, which must hold a hearing within 30 days of the request.
- Covenant Violation Enforcement & Fines: Violations include unapproved improvements or noncompliance with governing documents. Enforcement starts with a courtesy notice (14-day cure period), then a Notice of Violation (with 30-day hearing right). Fines start at $50 for first offense and increase up to $500 daily for ongoing violations; uncurable violations may be fined up to $2,000. Owners may request a hearing before the Board within 30 days of the notice.
- Religious Display: Owners may display religious items motivated by sincere belief, subject to restrictions: cannot threaten health/safety, violate law, be patently offensive, be on common property, or be attached to traffic devices. Items violating these may be removed by the Association.
- Pool Enclosures & Security Measures: Pool enclosures must be approved by architectural review; cannot be denied if they comply with safety requirements and are black transparent mesh in metal frames. Security fencing (e.g., wrought iron) must also be approved; front yard fencing is discouraged but allowed with specific dimensions (pickets 3/4" square, height 48"–60", black).
- Delinquent Assessment Notice Requirements: Before reporting delinquency or using a collection agent, the Association must give a 45-day cure notice by certified mail, specifying amounts and payment plan options. Credit reporting requires at least 30 business days notice. Payments are applied in order: delinquent assessments, current assessments, attorney/collection fees, other fees, fines, then other amounts.
- Board Meeting Notice Requirements: Regular meetings: notice mailed 10–60 days before, or posted/e-mailed at least 144 hours prior. Special meetings: same mailing timeframe, but posted/e-mailed notice at least 72 hours prior. Certain actions (fines, assessment increases, budget approval, etc.) require open meetings with notice after the Development Period ends.
- Service Contract Bid Procedures: After the Development Period, contracts over $50,000 require soliciting multiple bids. The Association must request bids from at least three vendors, allowing at least 7 days to respond. If only one bid is received, it may proceed.
