This document is a partial, ancillary instrument: it establishes the Association's Enforcement & Fining Policy, including procedures for reporting violations, notice, hearings, and fines. It does not contain the community's primary use restrictions or rules governing architecture, pets, leasing, or parking — those are found in the underlying Declaration and other documents.
- Violation types & procedures: Violations are classified as 'Curable' (e.g., parking, maintenance) or 'Uncurable' (e.g., fireworks, noise that is not ongoing). For curable violations, a Courtesy Notice gives 10 days to cure before fines; uncurable violations skip the courtesy notice.
- Notice & hearing rights: First Notice sent by certified mail details the violation, proposed fine, and cure date. Owner may request a hearing within 30 days. Hearing must be held within 30 days of request, with at least 10 days' notice. Owner may appeal the delegate's decision to the Board within 10 days of hearing results.
- Fines & repeat offenders: Initial fine per violation is $50; repeat offenders (similar violation within 6 months) pay $100. Fines may be imposed as lump sum or per diem as determined by the Board. The Board may also suspend common area privileges until fines are paid and the violation is cured.

Costs become an individual special assessment against the owner. Attorney's fees for enforcement also become a special assessment.
- Liability after property transfer: If the owner transfers title during the enforcement process, the prior owner remains personally liable for all costs and fines. The Association may then begin proceedings against the new owner.
