Oak Valley Estates is a standard single-family homeowner association (HOA) in Keene, TX. The governing documents include Bylaws that structure the association's operations and Restrictive Covenants that set rules for all homeowners, covering architectural standards, land use, and maintenance obligations. These rules apply to property owners, who automatically become members of the HOA upon purchasing a lot.
- Architectural review & construction: All new construction, alterations, fences, and accessory structures require prior written approval from the Architectural Control Committee (ACC). Minimum living area: 1,700 sq ft (Phases 8 & 9). Exterior walls must be 80% brick, stone, or masonry on the first floor. Roof pitch at least 6:12; roof color must be Weatherwood (or similar if unavailable). Accessory structures must be under 100 sq ft, under 7 ft tall (or 8 ft walls for detached garage), screened from view, and not in front yards.
- Parking & vehicles: No vehicle larger than a 3/4-ton pickup truck, including boats, trailers, RVs, and motor homes, may be parked on the lawn, driveway, or street outside the building line for more than 24 hours. After 24 hours, such vehicles must be kept in a garage or behind a fence. No auto repair visible from the street taking longer than 2 hours.
- Pets & animals: Only usual household pets allowed; no livestock, poultry, or commercial breeding. Dogs and cats are permitted but not for commercial purposes.
- Signs: Only one professional sign of up to 1 sq ft or one for-sale/for-rent sign of up to 5 sq ft is allowed. Builder signs are permitted during construction/sales period.
- Use restrictions: Lots are for single-family detached dwellings only. No trade or business, no noxious activities, no oil/mining operations, no temporary structures as residences, no mobile homes. Trash must be in covered containers and regularly removed.
- Fencing: Boundary fences must be wood (as approved by ACC) and no taller than 6 ft. No fence in front of the residence building line without ACC approval. All other fence types require ACC approval.
- Landscaping & maintenance: Front yards must be landscaped within 190 days after construction completion. All yards must be maintained. The owner of Lot 11, Block 10 must preserve and maintain an existing drainage system serving lots 9–12, Block 10.
- Amendment & enforcement: Restrictions run for 30 years, auto-renewing for 10-year periods unless 2/3 of owners vote to change. Amendments require 2/3 vote of owners. Enforcement is by legal action, and legal fees can become a lien.
