What Legacy Ranch's governing documents say
This is a supplemental policies and rules document for Legacy Ranch Homeowners Association, a single-family HOA in Keller, Texas. It amends and supplements the community's existing governing documents to comply with 2021 Texas legislative changes, and it binds all property owners in the subdivision. The document focuses on procedural rules for hearings, architectural review, board meetings, and other administrative matters, not on day-to-day lifestyle restrictions.
- Covenant violation hearings: If you receive a violation notice, you can request a hearing within 30 days. The hearing must be held within 30 days of your request, and the association must provide its evidence at least 10 days before the hearing. You may audio-record the hearing.
- Architectural review & appeals: Architectural reviewers cannot be current board members or their household members. If your application is denied, you get a written notice with reasons and can appeal to the board within 30 days. The board must hold a hearing within 30 days of your appeal request.
- Board meeting notices: The board must give notice of regular meetings at least 144 hours (6 days) in advance if posted or emailed, or 10-60 days if mailed. Special meetings require at least 72 hours' notice if posted/emailed. Certain actions (like fines, assessment increases, or budget approval) must be done in an open meeting with prior notice.
- Contract bidding: For service contracts over $50,000, the association must solicit bids from at least three vendors, giving them at least 7 days to respond. It can proceed with one bid if only one is received.
- Pool enclosures & security fencing: Pool enclosures (transparent mesh, black, max 6 feet high) must be approved but cannot be denied if they meet safety codes. Front-yard security fencing must be ornamental wrought iron or metal, painted black, with specific dimensions (e.g., pickets 3/4" square, height 48-60").
- Delinquent assessments & credit reporting: Before collection action or credit reporting, the association must send a certified notice giving you at least 45 days to cure the delinquency. It must also notify you at least 30 business days before reporting to a credit bureau, and cannot report while a dispute is pending.
- Religious displays: You may display religious items on your property if motivated by sincere religious belief, as long as they don't threaten public safety, violate other laws, or are patently offensive. They cannot be placed on common property or attached to traffic devices or utility fixtures.
- What this document doesn't cover: This is a supplemental document, not the full set of HOA rules. It does not cover typical restrictions like pets, parking, leasing, or architectural design standards beyond the specific items mentioned. The full CC&Rs and other rules still apply.
