This Community Manual compiles the association's Certificate of Formation and Bylaws, which outline the corporate structure, board elections, meeting procedures, and voting rights. - Governing structure & developer rights: The developer (Forestar USA Real Estate Group Inc.) retains significant control until the Development Period ends, including the power to appoint and remove most board members and approve amendments. The Board manages the association's affairs, and during development can take many actions by unanimous written consent (except for assessment increases, elections, etc.).
- Membership & voting: Membership is mandatory for all lot owners. Each lot has one vote. Voting can occur in person, by proxy, absentee ballot, or electronic ballot. A quorum is 10% of total votes; after a quorum is present, at least 5% must remain. Cumulative voting is prohibited.
- Board of directors: Initially, the Board has three directors appointed by Declarant.
