What Windsor Crest's governing documents say
Windsor Crest is a single-family home community governed by a homeowners association. The Bylaws establish the internal governance structure (membership, meetings, officers) and are subordinate to the Declaration of Covenants. They primarily lay out procedural rules for the association, not specific restrictions for homeowners.
- Membership & voting: Each lot owner is a member with one vote per lot. While the developer owns any lot (other than a personal residence), the developer has exclusive control over appointments and most votes; member voting rights are limited to approving assessment increases and Declaration amendments.
- Meetings: Annual meetings are held on the second Wednesday of the year at 7:00 p.m. Special meetings may be called by the president or by at least 25% of members. Notice must be delivered 10 to 60 days before the meeting.

- Indemnification: The association will indemnify officers and agents against certain legal expenses, to the fullest extent permitted by law, and may purchase insurance for them.
