This is a set of amendments and guidelines for Hunters Landing Phase V, a single-family homeowners association (HOA) in Murphy, Texas. It updates the HOA's bylaws and adds rules about rainwater harvesting, solar panels, flags, roofing, religious displays, records access, and payment plans. It is not the full set of HOA rules, but it tells you what the HOA now allows and requires in these specific areas.
- Board elections & meetings: If the annual meeting lacks a quorum, the owners present can still hold an election meeting to elect directors, and no additional notice is required.
- Rainwater harvesting: Rain barrels and rainwater recovery systems need advance written approval from the Architectural Control Committee (ACC). They must be screened from public view, except that a visible rain barrel is allowed if it's 55 gallons or less, painted to blend in, and placed close to the house. Overflow must not affect neighbors or common areas.
- Solar panels: Solar energy devices need ACC approval. They can be placed on the roof (must follow roof slope and color rules) or in a fenced yard/patio (must not extend above the fence). They must not reduce energy production by more than 10% compared to the best location, and must be maintained and removed if unused.
- Flags: Only U.S., Texas, and official armed forces flags are allowed, max 3'x5'. Attached flagpoles can be up to 6' long; freestanding poles up to 20' tall, with placement restrictions (e.g., not within side/rear setbacks, not closer to a neighbor's house than the pole height). Lighting is allowed but must be shielded and not exceed 100-watt equivalent.
- Roofing materials: Roofs must use composition shingles (wood shingles prohibited). Shingles must weigh at least 240 lbs per square, have a 30-year warranty, and be laminated (no three-tab). Colors are limited to Weather Wood, Oxford Grey, or similar; light brown, light gray, blue green, red, and white are never allowed. Roof overlays are not allowed; all old material must be removed.
- Religious displays: Residents may display religious items at entry doors without ACC approval, as long as the total size per entry does not exceed 25 square inches and they don't extend beyond the door frame. Items must not threaten health/safety, violate law, or be patently offensive.
- Access to HOA records: Owners can request to inspect or copy HOA records by sending a written request via certified mail. The HOA must respond within 10 business days. Certain records are off-limits (e.g., individual owner financials, violations, personal info, attorney files). Copy costs are specified (e.g., $0.10 per B&W page, $18/hour labor).
- Payment plans for delinquent assessments: Owners who owe money to the HOA can set up a payment plan lasting 3 to 12 months, depending on the balance. Interest accrues at 10% per year, and late fees are waived while the plan is active. Missing a payment voids the plan, and the full balance becomes due immediately.
