Rice Field is a single-family homeowners association (HOA) in Plano, TX. These board-adopted policies supplement the main governing documents and cover parking enforcement, assessment collection, and rules for flags, generators, rain barrels, and religious displays. Renters and homeowners must follow these rules.
- Parking & vehicles: Unauthorized vehicles (e.g., unregistered, commercial, guest vehicles parked over 72 hours or 7 non-consecutive days in 30 days) may be towed at owner’s expense. Street-parked vehicles not registered with the towing company may be towed immediately; registered vehicles get a 24-hour sticker before removal.
- Assessments & collections: Annual assessments are due on a date set by the Board; they become delinquent 30 days after the due date. Interest and late fees apply. After a Final Notice and 30-day cure period, the HOA may suspend common area use, turn the account over to an attorney, or foreclose. A payment plan of at least 3 months may be available, but only once per 12 months.
- Display of religious items: One or more religious items may be displayed on the entry door or door frame as long as the total size does not exceed 25 square inches, the item does not threaten safety, violate law, contain offensive content, or extend past the door frame. The HOA may remove prohibited items.
- Standby electric generators: Permanently installed generators are allowed with ARC approval, subject to specific requirements (e.g., min 7 kW, sound-attenuating enclosure, licensed installation, screening if visible from street or neighbor). Testing allowed once per month between 10am-4pm. Generators not for primary power.
- Flag display: One flagpole per lot is permitted: freestanding (max 20 ft, in back or front yard if setback ≥15 ft, with ARC approval) or mounted to structure (max 5 ft, no ARC approval needed). Allowed flags: U.S., Texas, or armed forces. Must be maintained and lit properly if displayed at night.
- Rain barrels: Rain barrels are allowed only in side or rear yards not visible from front street, must be commercial grade, fully enclosed, and color-consistent with the home. ARC approval required before installation.
