What Villages Preston Glen's governing documents say
These documents are a set of supplementary policies and an amendment for the Villages of Preston Glen Homeowners Association, a standard single-family-home HOA in Plano, TX. They do not contain the full declaration but rather specific rules on solar devices, flags, religious items, rainwater harvesting, assessments, email registration, and a quorum amendment. Homeowners and residents must comply with these policies in addition to the main CC&Rs.
- Solar devices & energy-efficient roofing: Solar devices require ACC approval under this policy. They must comply with Texas law; the ACC can require an alternate location if it doesn't reduce energy production by more than 10%. Roof-mounted panels must not extend above the roofline, conform to slope, and have frames/brackets in silver, bronze, or black. Energy-efficient roofing cannot be prohibited if it complies with the covenants and reasonable criteria.
- Flag display & flagpoles: Freestanding flagpoles up to an unspecified height (no more than one per lot) require ACC approval. No flagpoles on common property without board approval. Flags must be displayed per U.S. and Texas flag codes. Flag and pole must be maintained; damaged items must be repaired or removed. Only one low-intensity halogen light may illuminate a flag, and any halyard must be secured to reduce noise.
- Religious items: Religious items may be displayed on an owner/resident's entry door or door frame, individually or combined, but total area must not exceed 25 square inches. Items must not threaten public health/safety or contain obscene language/graphics. No items may extend past the outer edge of the door frame.
- Rainwater harvesting: Rain barrels or rainwater harvesting systems require ACC approval. Systems must be consistent with the home's color scheme, not located between the house and any street, and may be regulated if visible from a street or common area. No advertising language is allowed on the device.
- Assessment collection: The board may impose late fees and interest on delinquent assessments. The association can accelerate installment payments after 15 days' notice. Collection steps include notices, credit bureau reporting, lien filing (with $178.61 fee), and attorney referral. The board may suspend common area use for accounts delinquent 30+ days.
- Email registration: Owners may register and maintain email addresses with the association for receiving certain required communications, possibly via a community website.
- What these documents don't cover: These are partial documents; they do not include the full CC&Rs, so rules on pet limits, rental restrictions, parking, assessments amounts, or architectural standards generally are not provided here.
